The Bombay Prevention of Begging Act, 1959 (as applicable in Delhi) takes away the most basic rights of the citizens of India as guaranteed under the Constitution - the right to life and personal liberty, right to freedom of movement, right to freedom of speech and expression. It is worded to appear to be social welfare legislation. However, in effect it is used as a tool to oppress the helpless and hapless people of the city. Under the Act, even taking Prasad before a temple is an offence and the helpless and hapless people of the city are arrested for the same on daily basis.
